Sounds a lot like one to me. They've got a lot of tagging work and not a huge amount of web development work, so they're asking their least experienced web developer (who keeps labelling himself junior!) to spend time tagging and writing Python scripts because they don't have team members specialised in those tasks, and the nominal manager is far more interested in trying to ensure the company still exists in 12 months than training the self-proclaimed junior.
