With the audio recordings Im sure Id want to listen/study to the bullet points only. Thus, I'd create a program that did this and sell the audio cliff notes to my fellow classmates. He should say laptops are optional...not outright ban them; let students do what is best for them. Have a row of laptop users ..row non laptop users.
