Ordinary SWEs don't have enough leadership or management skills to understand the problems and coordinate the process of building a solution. A single person has only 8h a day (usually) to do anything, a great leader has many more hours than that. I'd say even FAANG employees who are top at their field aren't necessarily good with this skillset.
