So punish other people by punishing someone else?

  I don't follow. Punish those who are caught with harsh sentences in order to deter other crimes. A common legal and law enforcement strategy around the world. I don't agree with it, but that's the concept.

    The deterrent is not the sentence, but the risk of getting caught.

      That's such a tired argument. It is very obviously a combination of consequence and risk of getting caught. If you reduced the maximum sentence for murder to one day in prison, there would absolutely be a lot more murdering going on even if everything else stayed the same.
