What you describe is possibly even "common" but it is not ingrained in all of "human nature". There are many people who are simply incapable of certain transgressions - for some even the thought doesn't occur. These are possibly rare but they do exist. What you are describing is the fundamental problem of humanity: we are not a smooth and uniform distribution and practically every political thought ultimately boils down to this foundational problem of our collective but morally and ethically disjoint coexistence.
