The crime is out of control NOW for obvious reasons that conflict with your prior beliefs, so you embrace this silly theory of "if people had more free/cheap stuff they'd be nicer". Massively reducing prosecutions causes police to stop arresting people since they get released without being charged. This changes the incentive structure for criminals. They get more aggressive, more brazen, and they tell their friends. This isn't complicated.
