For those of us who consider ourselves liberals, at what point do we have to ask ourselves if decriminalization/restorative justice is actually working? I mean

For those of us who consider ourselves liberals, at what point do we have to ask ourselves if decriminalization/restorative justice is actually working? I mean, we obviously want to believe it works- but does it actually? And if, hypothetically, it were counterproductive- what then?
