The beauty of the EV is that most of the cost is in an inherently scalable component: the battery.
Battery makers are (currently) aligned to known form factors, and those cell form factors are pretty flexible: scooter, ebike, moped, motorcycle, side-by-side / cart, all can basically use the same cylindrical cells.
ICEs? You had a drivetrain that was specific to the platform, and that was where the cost was. EVs? You can tear out the cells from a crashed tesla and repackage them in ebikes, or grid storage, or home powerwalls. The level of flexiblity and reuse is so much higher than an ICE. Heck it can be in power banks, power tools, lawnmowers, etc.
So while the headline is the ebike, really it's the e-whatever-vehicle.
