  Oh, nice! I'm really surprised that they go the flettner way, but I'm sure they did more calculations than me (i.e. > 0). This entire approach is really just a matter of sufficiently cheap implementation I think. (and perhaps a bit of judicial modernization when it comes to unmanned units on international waters?) When you can build a unit cheap enough to recoup manufacture and maintenance from the fuel harvested, it would be no less meaningful than crossing the break-even in fusion. I guess unattended hydrolyzation would be the main open todo?
