This mini-referendum is a joke. These cause some minor problems for parisians, and are used by a small minority of people so obviously any kind of referendums will overwhelmingly be against it. Especially since there is no "I don't care" option. What would be the answer to: - For or against dogs in the city? - For or against smoking in the street? - For or against mosques? This is pure demagogy.
