How about a very inefficient manager with 30 reports who now needs 2 levels of management to manage that team? Distracted employees are inefficient, create the perception of busyness and the opportunity to require more headcount, making bad managers more important. Many large organizations are just bad managers trying to look bigger. Those managers do not want efficiency, because they need inefficiency to justify their organization size and their role.
