I know mlterm is one that supports modifyOtherKeys. Fragmentation is unfortunate, especially since there's no termcap/terminfo property that indicates which form(s) a terminal supports, and so many terminals already identify themselves as ‘xterm’ without being remotely close to xterm-compatible.
