I’d say Von Trier was overhyped in my personal echo chamber/network at some point. I can imagine, GP’s “overhyped” probably means the same thing about this Dogme stuff. Too many information sources (be it some mass media or peers) claim some exceptional quality and GP’s personal opinion digresses.
