Unfortunately it's difficult because Google is beholden to nobody. If you have an issue with a telecom blocking legitimate communications (including email), you can complain to the FCC, and it will get fixed shockingly expediently (hours, not days), meanwhile Google will happily ignore all regulatory bodies. Google is terrified of being classified as a telecom because telecoms are held accountable. And yes, I have direct personal experience here. :)
