One point I'd like to make:

Italian soccer has always had foreign players. It was the best league in the world in the late 80's through the 90's. They had great Italian players mixed with incredible foreign talent.
I think a bigger problem is Italian coaches are notorious for not trusting young players, and in return the younger players growth is stunted. Italian soccer also doesn't have the same outside investment that the premier league in England has. The best coaches are working in England. Clubs are investing a lot in youth development, because there is just so much many in the English game.
I do actually agree with a lot of what he wrote about the number of qualified coaches. That has to change for sure.
