Maybe they are not yet comfortable/intimate enough with you for sex. Maybe you are setting unrealistic expectations based on people you are meeting, and how you are acting during the dates. Also, don't want to offend you but... WTF? There's no obligation in someone having sex with you just because they've seen you 3 times. Maybe try to be more forthcoming about your true intentions (sexual relationship instead or romantic), or go to places where people go for hookups (pubs/bars/clubs).
