People who believe Binance is less likely to die than the market is pricing in, for one. Personally I’m not sure, I think the recent charges may not be a huge deal and I don’t think Binance is default dead. But market sentiment has a life of its own and there’s every possibility there’s some sub-100% level of withdrawals they can’t survive. And while I think Binance is fine, I also wouldn’t be particularly sad to see it go either.
