Agreed. Having human dependencies who have competing priorities or unknown competencies on the critical path is such a big risk on timelines. In some cases I’ve got agreements up front that if the dependencies aren’t done or being worked on by particular dates my team gets access to the codebase or systems and can take over. That type of consequence/potential embarrassment can set up potential adversarial positions but it has helped a few times.
