This is not strictly true anymore as the low-level (FIRRTL) compilation is powered by CIRCT (http://GitHub.com/llvm/circt http://GitHub.com/llvm/circt) which is built using MLIR (part of the LLVM project: https://GitHub.com/llvm/llvm-project https://GitHub.com/llvm/llvm-project)
