I read this as a wedge tactic for making BCIs commonplace. It starts off predicting mental illness for your health, it ends with reporting ungood thoughts for your (sorry, the state's) safety. That old quote again. If it's no measure of health to be well-adjusted to a sick society, then it shouldn't be surprising that mental illness has erupted given the world we live in.
