Not really. Why would China want to give their leading edge software for free to countries like India, Brazil etc which may use it to build their own chips when they could get these countries to buy the chips from China?
- bsder 4y agoBecause giving the software away means that the software can be set up first to design chips for your own manufacturing. The Chinese stuff is so far behind that, if you have money to pay for the software, you'll just pay for the oligopoly. If you want people to pump stuff through your manufacturing, you need to give engineers the ability to do so. If you charge for it, everybody will simply stay with the status quo.
