  That's so weird. Do you know what the rationale is? Condoms are neither particularly valuable, like jewelry nor potentially harmful, like weapons.

    It's almost certainly based on the dominant puritan culture. You know, abstinence-only people. Based on some quick googling, it seems like it's not too uncommon.

    I assume they're often stolen due to the perceived shame/stigma of buying them.
