There's a gap, I wonder what. The story illustration is that someone has the "access" to Musk, as in access to make a selfie. I assume that access to make a selfie isn't what the people in Washington is worried about, it's some other kind of access. Something much more substantial, not a fleeting touch at a meet-and-greet event. So they're worried because X and Y combine to be a reason to worry, and the story tells us about X, leaving Y as a gap.
