Government construction projects often take longer and cost way more because they have no incentive to do otherwise. Safe union jobs and a taxpayer who has no say in how the money is spent. I’ve been watching construction of what looks like a 10x20 shed along the turnpike for 3 months now. If any of us hired a contractor to build us a large shed and it took more than a few days we’d start asking questions real quick.
