OpenAI's status page (https://status.openai.com/ https://status.openai.com/) claims their API is up (except for text-curie-001) as of 2:04PM PT. However, I have been getting HTTP 429 (too many requests) from the chat completions API (https://api.openai.com/v1/chat/completions https://api.openai.com/v1/chat/completions) for over an hour. I'm not close to hitting my quota, so it seems that while the API is broken, it is broken in a way that is not reflected on the status page. Maybe the API quotas have been manually overridden, and because that results in 4xx and not 5xx status codes, the status page interprets that as "Operational".
