Maybe this says more about how I personally use this, but I dont consider FIXME labels to denote technical debt per se. It mostly denotes a "will implement later' top-down prioritisation strategy regarding order of implementing things.
E.g. returning a NotaimplementedError may have a a FIXME / TODO next to it to help me find such places in code quickly.
True technical debt is stuff like 'lets just use a csv file for now and pretens its a proper solution and totally not give any thought on whether we have an appropriate infrastructure to accommodate a proper database that we will inevitably need down the line'.
