The LCD itself has a cost too there is no way that a 12.9” OLED costs $350 on top of what the already very expensive high end IPS LCD with mini LEDs in the current iPad Pro line costs.
In fact OLED seem to be price competitive with mini and micro LED LCD displays these days across all panel sizes.
