None of this matters unless something is done to stop the Chinese "private" fleet from ignoring the laws and borders that already exist.

      17.5% it turns out. When conservation rules are ignored by 20-25% of the population (because they won't be the only ones) they can easily undo all of the efforts of the rest of the people. If I cut my impact in half they can wipe that out by increasing their impact by 20%.
