"Ever" is an exceptionally poor word choice in Zuckerberg's email. Imagining a scenario where something bad is being done (intentionally or not) isn't that difficult. I believe there are circumstances that NOT whistleblowing would be a moral failing. "But no realistic situation would require you to leak" is not a good strawman defense for Zuck's word choices. There is a broad history of whistleblowing in America being the necessary first step to unravel bad things. You don't even have to leave Silicon Valley to find Theranos, the Google/Apple/Facebook no-poach collusion, etc.
