>230(c)(1) No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider.
230(c)(2) goes on to clarify that moderation does not make you speaker of what remains, but that is a subpoint. (c)(1) would still cover everything if (c)(2) didnt exist.
ISP's are definitely covered under the "access software provider" definition, and most assuredly the "interactive computer service" definition.
