It’s no use negotiating when the parties can’t come to a conclusion. Russia wants to take Ukrainian territory, Ukraine wants to keep it and neither wants any compromise there between. Also they probably are trying to get them to negotiate a ceasefire anyway, even if those talks aren’t being advertised, but I don’t have any inside info on that either.
