I don't doubt this is part of it (I have a friend who lives in Thailand who is happy to get $40/hr tho he's a really good dev) but how many of these devs can there be? I don't think the number can be so high where it is all of it. I think it's just economic uncertainty. People won't hire unless they NEED to, and often the company CAN get by without that extra dev.
