It's called the Law of Diminishing Returns. Ukraine has had 9 or ten mobilisations so far (Can't remember the exact number). All of the 'low-hanging fruit' has already been mobilised long since, all that's left is guys like the one mentioned who is disabled - no hands - in other words, Ukraine is scraping the bottom of the barrel. (Except for the guys who have enough political 'pull' to stay out of the extremely dangerous profession of cannon-fodder.)
