You would be surprised. I know a government agency storing their entire list of all credentials for every one of their IT services and servers in an .ods file. I introduced them to password managers, but it was too hard for them. SSH keys? Too hard. I managed to make they bite the bullet of using keypass. Then they lost their master password. And went back to the .ods file. So I can buy it.
