Aren't there a few dozen attorney generals suing Google on various anti-trust grounds right now? Perhaps you should reach out to one of them and explain the specifics of this case. I'm sure they're happy to collect more examples of where Google is engaging in such anti-competitive behavior. The justice department is also suing them in (what I believe) is a separate lawsuit [0].
