Politicians and bureaucrats everywhere were able to increase their power by exploiting people's fear. From that perspective they made a ton of sense. From a public health perspective, they're part of an overall exploitation of the pandemic that has further polarized society and destroyed trust in authorities and public health authorities in particular. This will only make things worse when we have an actual pandemic and an actual vaccine that can prevent it.
