Even with work completed at National Laboratories? I can see protecting the information due to national security concerns, but rice-bowling knowledge for financial gain (to an individual or otherwise) seems contradictory to the point of funding basic research with tax payer dollars.

It is ridiculous but not uncommon. I knew of scientists who "made it big" after working in a national lab by patenting what they made, starting a company, and then selling it back to uncle sam.

Not sure about National Labs, but I know DARPA and IARPA money lets you keep IP.
