The anti-abortion protests that lead to the law in the first place commonly claimed to be "prayer vigils" and she went into the buffer zone, outside an abortion clinic to pray. I can see where you're coming from but at the same time it was a clear attempt to get as close as possible to protesting without breaking the law.
