This proposed cable and the solar farms that would drive it are not going to be owned by the British government. They are not some extractive colonial endeavour. The African governments should tax the generation, re-invest the tax revenue, and build-out their local infrastructure. I'm aware of the resource curse. As I think Bob Geldof said once "the only thing Africa really needs is a better class of African leader".
