Regulation is prone to capture. Procedures are prone to gamification. Courts are now pay to play. What to do? Part of the solution is a whistleblower & bounty program. Empowering 3rd parties to conduct investigation, oversight, and suing. I heard about a law firm that solely sues prescription management companies for fraud. The only income is from winning court decisions. (Sorry, I can't refind the link.) This could be a strategy to resurrect, revitalize local investigative journalism. Old timey broadsheet style publications backed by a good government law practice.
