On Netflix, this upper limit is 1080p (although it might depend on the specific content you're trying to watch?), but you are further limited to a mere 720p by default. For some reason, you can only get 1080p if your client asks nicely for it (at the protocol level), and there are browser extensions that do this for you automatically.
