I can't honestly say that I know what to do about this, but there have been various police departments placed on "probation" be the US Justice Department via consent decree. The L.A. Police Department is currently under one [0].
According to my half-assed googling: "Consent decrees are intended to promote police integrity within the Department and prevent conduct that deprives individuals of their rights, privileges, or immunities protected by the Constitution of the United States." Probably the best way to start addressing Sheriff's gangs is to start complaining to the L.A. District Attorney [1], the CA Attorney General [2] and the US Justice Department [3].
