I know people who DO NOT CARE how a job is done as long as it gets done. And it is really bad when that person is promoted into management as anything which makes production happen including overlooking quality and employee/training issues is acceptable to them. Even if lives are on the line. They think its a little nothing of a problem which will never bite them in the ass. And many get away with it all the time.
