Honestly this is a problem that was solved 40 years ago with the breakup of AT&T: the Equal Access mandate.... and it worked right up until institutional capture ensured that it didn't. Now here we are 40 years later and AT&T has virtually reassembled itself and the Equal Access laws have been completely obliterated. I wonder if there's a correlation?
