They don't need to be. But the richer a group is, the less motivated they need to be. They have so many options and the difference between an A being studious and a B with lots of partying isn't as big to many of them. The ones that are on a mission for themselves, they'll do well. The ones that go because that's what they've been told to do, not so much. Prisoners are also adults. I've never done time but it seems like they'd be serious about the opportunities that present themselves, which are extremely few.
