According to https://videocardz.com/newz/nvidia-acknowledges-10-cpu-usage-driver-bug-after-exiting-games https://videocardz.com/newz/nvidia-acknowledges-10-cpu-usage... it looks like a telemetry plugin called NvGSTPlugin.dll is responsible.
I killed the container and moved the file and the problem seems to not be recurring. My next step will be to find a solution that rips all telemetry out of the nVidia drivers.
