Yes? That's what we had on DVDs back in the days, one 5.1 or 7.1 audiophile mix (or sometimes both!), and one simple stereo mix for the other 99% of the population; both distinct from the cinema mix. There was never a reason to get rid of that in favour of the current "one size fits none" approach, other than cheapness.
