The technology "race" is heavily dependent on how much money that institutions (both government and corporate) can throw at the R&D problem. It's China that has lots of extra cash these days. Offshoring might be a quick, cash-rewarding policy in the short-term, but it's a disaster for the US in the long-term. It will take a long time, if ever, for the catch-up.
