That wouldn't eliminate the effects of popularity - a submission on the home page is still going to get a ton more visibility - but it might reduce the most obvious Bandwagon effects (https://en.wikipedia.org/wiki/Bandwagon_effect https://en.wikipedia.org/wiki/Bandwagon_effect) - particularly before something reaches the home page.
