How about 1000 ".beats" per day? Swatch tried that, but it didn't catch on.

    The deviation is a couple of milliseconds :) Bad for scientists, not noticeable for normal life. Science could have its own standard?

    Units cannot be constant due to measurement imprecision. Units preferably would be defined such that the imprecision is minimized.
